Free contractor management software: keep freelancers organised and compliant
Contractors arrive fast and leave faster. The risk sits in the paperwork between: the agreement, the tax form, the insurance certificate and the payment. A free process covers all four.
The short answer. You can manage contractors for free with a register, onboarding checklist, standard agreement and payment log. Free tools do not decide classification, handle tax across countries or pay internationally. Collect tax forms and insurance up front, agree scope in writing and ask an adviser about worker classification before you scale.

Contractors are a supplier relationship with a personal edge
A contractor is a vendor who happens to be a person. You need the same discipline, with extra care: the paperwork is personal, the rules about who counts as a contractor are strict, and the relationship often runs day to day.
This page is a procurement view, not legal advice. Classification rules differ by country, and misclassifying an employee as a contractor can be costly. Ask an employment lawyer or adviser when roles look like jobs.
The free contractor kit
- Register: contractor, scope, rate, start and end dates, owner and documents held.
- Agreement: a clear scope. See the statement of work and MSA versus SOW pages.
- Tax forms: collect them before the first payment, for example W-9, W-8BEN or 1099-NEC in the United States.
- Insurance: a certificate of insurance where the work carries risk.
- Conflicts: the conflict of interest form.
Add the vendor NDA when contractors see confidential material, and use the vendor onboarding checklist as the base.

Three places contractor programs go wrong
Scope creep
Work expands unless the agreement names deliverables, dates and a change route. Treat changes like purchase orders: write them down, price them and approve them. The change order page shows a format.
Paying without paperwork
Pay only after you hold the tax form and the signed agreement. This one habit prevents most year-end scrambles. Our invoice approval workflow applies to contractor invoices too.
Access that outlives the contract
When an engagement ends, remove system access and collect equipment. Use the vendor offboarding checklist.
A one week setup
- List current contractors. Include scope, rate, dates and owner.
- Check the paperwork. Mark missing agreements, tax forms and certificates.
- Standardise the agreement. Use a scope based template with a change route.
- Set the payment rule. Pay only with tax form, signed agreement and approved invoice.
- Plan offboarding. Add access removal to the end-of-contract checklist.

When to use a paid platform
Move when you pay contractors in many countries, when compliance and classification checks are frequent, or when onboarding volume is high. Platforms combine agreements, tax forms, payment and compliance. See our Deel pricing guide for one example, and the free vendor management software guide for the supplier-wide view.
For tail spend with many small suppliers, read the tail spend management page. Our procurement compliance guide covers policy.
