Procurement, supplier and AP software in the United Kingdom
UK finance teams have a date to plan around for the first time: mandatory e-invoicing for B2B VAT invoices from April 2029. That turns a nice-to-have software purchase into a timing question. These guides cover what to buy, and when.
The short answer
UK companies buying procurement, purchase order, supplier management or AP software should check four things: VAT handling that keeps Making Tax Digital digital links intact, readiness for structured e-invoicing from April 2029, a proper connector to Sage 200, Xero, NetSuite or Dynamics 365, and supplier records that can evidence Modern Slavery Act and Procurement Act 2023 obligations where they apply.
Pick the guide that matches the problem in front of you
Search behaviour in the UK leans towards 'purchase order software' and 'accounts payable software'. Each guide below leads with the phrase British buyers actually use.

HMRC already shaped how UK finance systems work. Making Tax Digital for VAT has applied to every VAT-registered business since April 2022, and it requires digital links between the systems that carry VAT data. If a procurement or AP tool forces someone to copy figures by hand into the ledger, it breaks that chain.
The next change is bigger. At Budget 2025 the government confirmed that structured e-invoicing for B2B VAT invoices becomes mandatory from April 2029. The UK chose a decentralised model, so businesses will exchange invoices through accredited providers rather than a single HMRC portal. Peppol is widely expected to be the network, and NHS England suppliers already send Peppol invoices today. Any AP tool you buy now should have a credible plan for that date.
Governance is the third thread. The Procurement Act 2023 changed the rules for public contracts from 24 February 2025, and large private companies already publish modern slavery statements and payment practices reports. In practice, UK boards expect an approval trail they can show an auditor, and they expect suppliers to be vetted before the first order.

Where UK teams feel the pressure first
Construction and engineering
Contractors must verify subcontractors under the Construction Industry Scheme and apply the VAT domestic reverse charge on most construction services. Supplier records and invoice coding both have to get this right.
NHS and public sector suppliers
Suppliers to NHS England already invoice over Peppol, and public contracts now run under the Procurement Act 2023. These teams are furthest ahead on e-invoicing.
Professional services
Partnerships and consultancies juggle rechargeable client costs and tight approval limits. Procurement tools here are judged on how cleanly they separate billable from overhead spend.
Multi-site retail and hospitality
Hundreds of sites ordering from the same suppliers make duplicate invoices and missed credit notes a constant risk. Central PO control and AP matching usually come first.
Buying software in the United Kingdom: FAQ
Structured e-invoicing for B2B VAT invoices becomes mandatory from April 2029, as confirmed at Budget 2025. HMRC and the Department for Business and Trade are working through the technical design and roadmap before then.
HMRC has chosen a decentralised model with accredited providers. Peppol has not been formally confirmed as the only network, but it is the most likely framework, and NHS England suppliers already use it.
The software that files your VAT return must be MTD compatible, which is usually your accounting system. Procurement and AP tools need to pass VAT data to it digitally, without manual re-keying, to keep the digital links rule intact.
Sage 200, Xero, NetSuite and Dynamics 365 Business Central are the most common in the mid-market. Larger groups add SAP and Oracle. Check whether the connector is native or built through middleware.
No. The Act governs public sector buying. It matters to private companies that sell to the public sector, because their tender and contract records will be held to its standards.
