Procurement, vendor and AP software in Ireland

Ireland now has a dated e-invoicing roadmap: large corporates start structured B2B e-invoicing in November 2028. Add intra-EU trade, Relevant Contracts Tax and a high concentration of shared service centres, and Irish software requirements look quite different from the UK next door.

The short answer

Irish companies buying procurement, purchase order, vendor management or AP software should test VAT handling across 23%, 13.5% and 9% rates, intra-EU reverse charge with VIES-validated supplier VAT numbers, RCT handling for construction and other principal contractors, and readiness for EN 16931 e-invoicing from November 2028. The tool should sync with Sage 50, Xero, NetSuite, Dynamics 365 or SAP, and pay by SEPA.

Market context

What makes Ireland different

Irish AP teams handle more cross-border invoices than most. Intra-EU purchases usually arrive without Irish VAT, and the buyer self-accounts under the reverse charge. That only works if the supplier's EU VAT number is valid, which is why VIES checks belong in the supplier onboarding process, not at quarter-end.

Revenue has also set out a phased e-invoicing roadmap. Large corporates move to structured EN 16931 e-invoices for domestic B2B from November 2028. Businesses trading within the EU come into scope from November 2029, with full alignment to the EU's VAT in the Digital Age reforms from July 2030. Public bodies already receive e-invoices over Peppol, coordinated by the Office of Government Procurement.

The third Irish quirk is Relevant Contracts Tax. Principal contractors in construction, forestry and meat processing must notify Revenue of relevant contracts and payments through the eRCT system, which then sets the deduction rate. Supplier and payment systems that ignore RCT leave someone doing it by hand for every payment.

By industry

Where Irish teams feel it first

Multinational shared service centres

Dublin and Cork host finance centres that process invoices for many countries. They need multi-entity, multi-currency AP that can also meet each country's e-invoicing rules.

Construction

RCT, subcontractor compliance and retentions make supplier records and payments tightly linked. AP and vendor management cannot be separate projects.

Pharma and medtech

Regulated manufacturing means supplier qualification, audits and change control. Vendor management is driven by quality teams as much as finance.

Food and agri-business

Meat processors fall under RCT, and many food businesses buy across the border with Northern Ireland and into the EU.

Buying software in Ireland: FAQ

Under Revenue's roadmap, large corporates move to structured e-invoicing for domestic B2B from November 2028, intra-EU traders from November 2029, and full EU VAT in the Digital Age alignment follows from July 2030.

The roadmap uses structured invoices that comply with the European standard EN 16931. Ireland already uses Peppol for public sector e-invoicing.

A withholding regime for payments by principal contractors to subcontractors in construction, forestry and meat processing. Contracts and payments are notified to Revenue through eRCT, which sets the deduction rate.

Yes, for reverse charge purchases. Checking the number on the EU's VIES system supports your treatment of the invoice.

Sage 50 and Xero are common in smaller companies. Mid-market firms run NetSuite and Dynamics 365 Business Central, and multinationals typically run SAP, Oracle or Dynamics 365 Finance.
