Procurement, vendor and AP software in the Philippines
Philippine finance teams have a hard date on the calendar: 31 December 2026, the extended deadline for covered taxpayers to issue e-invoices through the BIR's Electronic Invoicing System. Add expanded withholding tax on supplier payments and the case for better software writes itself.
The short answer
Philippine companies buying procurement, purchase order, vendor management or AP software should check expanded withholding tax calculation with BIR Form 2307 generation, VAT at 12% on sales invoices under the EOPT Act rules, readiness for the BIR's Electronic Invoicing System, supplier TIN and Certificate of Registration capture, support for checks alongside InstaPay and PESONet, and a sync with SAP Business One, NetSuite, QuickBooks or Xero.
Four guides built for Philippine search habits
Filipino buyers search 'po software' about 1,300 times a month, far more than 'purchase order software'. 'Procurement software' leads its category at about 390.

Withholding is part of almost every supplier payment. Under expanded withholding tax rules, buyers often withhold a percentage of the payment and give the supplier BIR Form 2307 as proof. Businesses classed as top withholding agents withhold on a wide range of purchases of goods and services. For AP teams, that means a calculation and a certificate for many of the invoices they pay.
Invoicing rules changed with the Ease of Paying Taxes Act. Since 2024, the sales invoice is the primary document supporting VAT, replacing the official receipt for that purpose. The next step is electronic: covered taxpayers must issue e-invoices and report them through the BIR's Electronic Invoicing System, with the deadline extended to 31 December 2026 by Revenue Regulations 26-2025.
The Philippines is also one of the world's largest outsourcing hubs. Finance shared service centres in Manila, Cebu and Clark process invoices for companies around the world. Their software choices are shaped by global ERPs and by the need to run approvals across shifts and time zones.

Where Philippine teams feel it first
Large taxpayers
The first wave under the EIS rollout. AP and billing teams need structured e-invoices and reporting ready by the 31 December 2026 deadline.
BPO and shared services
Global finance centres process high volumes for many entities. Approval routing across shifts and strong exception handling come first.
Government suppliers
Public procurement now runs under the New Government Procurement Act (RA 12009) and PhilGEPS. Suppliers need clean documentation and accreditation records.
Real estate and construction
Many contractors, progress billing and withholding on every payment make vendor records and AP accuracy essential.
Buying software in the Philippines: FAQ
Revenue Regulations 26-2025 extended the deadline for covered taxpayers to issue structured e-invoices and report through the Electronic Invoicing System to 31 December 2026. The rollout began with the 100 largest taxpayers under RR 8-2022.
The Certificate of Creditable Tax Withheld at Source. Buyers who withhold expanded withholding tax give it to suppliers, who use it to claim credit against their income tax.
Under the EOPT Act, the sales invoice is now the primary document supporting VAT for both goods and services. Official receipts are no longer the VAT support document.
SAP Business One, NetSuite, QuickBooks Online and Xero are common, along with local accounting software. Large companies run SAP S/4HANA or Oracle.
By InstaPay for smaller amounts, PESONet for batch transfers, and still often by check. AP tools should support all three.
