Procurement, vendor and AP software in Indonesia

Indonesia is the largest market in Southeast Asia for procurement software searches. 'Procurement software' alone gets about 6,600 searches a month, and 'aplikasi procurement' another 3,600. Since Coretax went live in January 2025, the tax side of buying has moved fully online too.

The short answer

Indonesian companies buying procurement, purchase order, vendor management or AP software should check PPN handling at the 12% rate with the 11/12 tax base for non-luxury goods, matching of supplier Faktur Pajak issued through Coretax, PPh 23 withholding with electronic withholding slips, NPWP validation on suppliers, e-Meterai on documents that need stamp duty, Indonesian-language documents and a sync with Accurate, SAP Business One, Odoo, NetSuite or Dynamics 365.

Market context

What makes Indonesia different

Indonesian procurement often still runs on paper. Purchase requests are printed, signed and stamped, then walked from desk to desk. Many mid-sized groups are replacing that with their first real system, which is why searches for 'purchase order system' outnumber 'purchase order software' here.

Tax administration moved online in a big way. From 1 January 2025, the Directorate General of Taxes runs on Coretax, and electronic tax invoices (Faktur Pajak) and withholding slips flow through it. The PPN rate rose to 12%, but for non-luxury goods the tax base is set at 11/12 of the price, so the effective rate stays at 11%. AP teams need software that understands that calculation.

Supplier identity runs through the NPWP, now 16 digits, and business licensing through the NIB issued by the OSS system. Whether a supplier is a PKP, meaning registered to charge PPN, decides whether you can credit the input tax. Getting those fields right on every supplier is the foundation for everything else.

By industry

Where Indonesian teams feel it first

Manufacturing

Large goods volumes, many local suppliers and imported materials. PPN matching and goods receipt control are the priorities.

Mining, oil and gas

Remote sites, capital purchases and strict contractor rules. Vendor qualification and PO control come first.

Retail and FMCG distribution

Thousands of SKUs and suppliers across islands. Central purchasing and fast matching reduce disputes.

Government suppliers

Public procurement runs through LKPP systems including e-Katalog. Suppliers need clean registration and document records.
