Pricing guide, IT Service Management
What each ServiceNow ITSM package includes, what drives the quote, and what buyers report paying for licenses and implementation.
The short answer
ServiceNow ITSM is quote-only, sold as Foundation, Advanced and Prime packages and priced mainly per fulfiller. Third-party estimates run USD 70 to USD 200 or more per fulfiller per month, so 50 fulfillers is roughly USD 42,000 to USD 120,000 a year in licenses. Vendr reports a median ServiceNow contract of USD 129,871 a year.

ServiceNow is the default ITSM platform for large enterprises, and its pricing is built for negotiation. There is no price on the page. ITSM comes in three packages, each quoted by sales, and the bill depends on how many fulfillers you license, which modules you add and how the AI allowance is consumed.
This guide explains what each package includes, what drives the quote and what buyers report paying.
Prices below were recorded on 12 October 2026. The headline figure is the lowest price you can get for that plan. Check the official page before you buy, because vendors change prices without notice.

How billing works
ServiceNow sells ITSM as three packages, Foundation, Advanced and Prime, all quoted by sales. Licenses are counted mainly per fulfiller, a named user who creates, edits or resolves records, and requesters cost much less. Since April 2026, Now Assist AI is bundled as a metered allowance, so heavy AI use beyond the pool can add cost. CostBench reports contracts typically run 1 year with 3-year terms common, auto-renew, are paid annually upfront and do not allow mid-term downgrades.
The tier trap
Change, problem and major incident management start only on Advanced, so any IT team running a formal change process cannot stay on Foundation, and the package jump applies to every fulfiller license.
Read this first. ServiceNow publishes no prices. The ITSM Foundation, Advanced and Prime packages and their contents were read on servicenow.com/products/itsm/pricing.html on 12 October 2026. The USD 70 to USD 200 or more per fulfiller per month range is a third-party estimate (CostBench, InvGate citing Desk365 and Featurebase) and is not mapped to package names by any source, so the scenarios use that range and are illustrative. The renewal uplift (about 20% on 1-year and 12% on 3-year) and the no-downgrade rule come from CostBench, not ServiceNow. InvGate, the source for the April 2026 repackaging, sells a competing ITSM tool. Jira Service Management at USD 20 was read on Atlassian's page with the monthly toggle active, so confirm the annual rate. The SolarWinds Service Desk price is from CostBench.
Move the slider to see what each plan costs at your size. The figures use the list prices on this page and leave out tax, add-ons and any discount you negotiate.
ServiceNow publishes no rates, so this table uses the third-party range for 50 fulfillers and the reported implementation share. Treat it as a planning range.
| Scenario | Cost per year | Against the headline |
|---|---|---|
| 50 fulfillers at the USD 70 low estimate | USD42,000 | Low third-party estimate |
| 50 fulfillers at the USD 200 upper estimate | USD120,000 | +USD 78,000 |
| Year-one implementation at 50% to 150% of a USD 120,000 license | USD60,000 to USD 180,000 | One-off services on top |

Our view
ServiceNow is the safe choice for large enterprises that need one platform across IT and other service teams, and its depth is hard to match. For IT teams under a few hundred agents, the license, implementation and renewal uplift often cost far more than tools with published per-agent pricing.
You may be overpaying if
You license fulfillers who only approve or view, you bought Advanced or Prime for one module, you accepted a renewal uplift without a cap, or your implementation partner bills ongoing work you could do in-house.
Audit roles before renewal and move users who only request or approve to cheaper roles.
Negotiate a written cap on annual increases, since CostBench reports 20% uplifts are common on 1-year terms.
CostBench reports 3-year renewals average about 12% uplift against about 20% on 1-year terms.
Map required modules to Foundation, Advanced or Prime before signing, and not after.
Freshservice, Jira Service Management and SolarWinds Service Desk publish per-agent prices.
Fix scope and fees in the statement of work, since services can exceed the license in year one.
What other buyers report
Vendr reports a median ServiceNow contract of USD 129,871 a year across 109 purchases, ranging from USD 43,245 to USD 702,488, with buyers saving 8% on average (February 2026). Source

Enterprise platforms renew on multi-year terms with uplifts and no mid-term downgrades. The fulfiller count agreed in year one rolls forward whether or not the team still needs it.
Bottom line. ServiceNow is worth it when you need an enterprise service platform and not just a help desk. Buy the package that matches the modules you use, audit fulfillers before every renewal and get the uplift cap in writing.
