Every Gusto plan in plain numbers, how the per-person fee doubles on upgrade, and what add-ons and contractors cost.
The short answer
Gusto costs a USD 49 to USD 180 monthly base fee plus USD 6 to USD 22 per person, billed month to month with no contract. A 20-person team pays USD 2,028 a year on Simple, USD 3,840 on Plus or USD 7,440 on Premium at list price, before add-ons such as next-day pay or state tax registration.

Gusto publishes its prices, and they look small: a base fee plus a few dollars per person. The bill grows with headcount, though, and the per-person fee changes with the plan. Hiring in a second state, needing time tracking or wanting same-day pay can each push you to a plan where every employee costs twice as much.
This guide breaks down Gusto's plans and add-ons using prices from its official pricing page, then shows what a 20-person team actually pays.
Prices below were recorded on 12 October 2026. The headline figure is the lowest price you can get for that plan. Check the official page before you buy, because vendors change prices without notice.

How billing works
Gusto bills a monthly base fee plus a per-person fee, month to month with no long-term contract. You are charged only for active employees, so the bill rises as you hire. US contractors are billed at the same per-person rate, but only in months when you pay them, and global contractor payments carry no monthly fee, just a per-payment charge. Upgrades take effect immediately, and downgrades start on the first of the next month.
The tier trap
Multi-state payroll starts on Plus, so the first remote hire in another state moves every employee from USD 6 to USD 12 per person, plus a USD 31 higher base fee.
Read this first. Plan prices, add-ons and FAQ terms were read on gusto.com/product/pricing in a browser on 12 October 2026, because the page blocks automated fetches. Pricing is a monthly base fee plus a per-person fee, and the calculator on this page adds the base fee (USD 49, USD 80, USD 180) to the per-person fee. The March 2026 Simple increase (USD 40 to USD 49) is from a third-party source (Eightx, citing whichpayroll.com), not Gusto. No free trial terms are published for payroll plans. No reliable buyer benchmark was found.

Our view
Gusto is strong value for small US companies that want payroll, tax filing and basic HR without a contract. Simple is hard to beat for a single-state team. Plus earns its higher per-person fee once you hire across states, and Premium is worth it only if you will use the advisor and compliance features every month.
You may be overpaying if
You pay for Plus but all employees are in one state and nobody uses time tracking, you pay for Premium for same-day pay you rarely need, or you still pay per-person fees for contractors you no longer use.
Simple covers payroll for one state at USD 6 per person, half the Plus rate.
Next-day pay, time tracking and compliance tools are sold separately on Simple, so price them against the Plus upgrade.
You are billed for active employees and for contractors paid that month, so offboard promptly.
Health insurance administration is free with Gusto as broker, against USD 6 per eligible employee to integrate an outside broker.
Plans are month to month and downgrades start on the first of the next month.
OnPay and QuickBooks payroll give you a competing number before you upgrade.

Payroll grows with every hire, contractor and new state. Each one changes the per-person count or the plan, and the bill moves without a renewal date to prompt a review.
Bottom line. Start on Simple while you pay people in one state, move to Plus when multi-state payroll or time tracking becomes a real need, and treat Premium as an advisory decision. Review headcount, contractors and add-ons every quarter.
Gusto charges a monthly base fee plus a per-person fee: Simple is USD 49 plus USD 6 per person, Plus USD 80 plus USD 12 and Premium USD 180 plus USD 22. US contractors are billed at the per-person rate only in months you pay them.
No. Gusto does not list a free payroll plan. Account setup is free, there is no contract and you can cancel any time. Health insurance administration is free when Gusto is your broker, and you pay only the premiums.
Gusto Premium costs USD 180 a month plus USD 22 per person. It adds premium account support, HR guidance, Gusto Business Compliance, unlimited same-day and instant pay and custom admin roles. A 20-person team pays USD 7,440 a year at list price.
Gusto's pricing page does not publish a discount for annual billing. Savings come from choosing the right plan, buying add-ons only when needed and removing leavers and unpaid contractors. Gusto offers discounts on R and D tax credit fees with the Premium plan.
Gusto is billed month to month with no long-term contract. Upgrades take effect immediately and downgrades apply from the first of the next month. Only Gusto Business Compliance is sold on an annual contract, at USD 85 a month per state.
OnPay lists Payroll Essentials at USD 49 a month plus USD 6 per worker, the same entry price as Gusto Simple. If you already use QuickBooks Online, its Workforce payroll bundles start at USD 88 a month plus USD 6.50 per employee.
