Free budget software: set a budget that survives the first month
A budget fails when nobody looks at it after it is approved. The tool matters less than the rhythm: set it, compare it with actuals, and decide what changes. Free options cover that loop well.
The short answer. Free budget software ranges from spreadsheet templates to open source modules and free cloud plans. All can hold a budget by category and compare it with actual spend. What paid tools add is live links to your ledger, approval before spend and forecasting. Start with a template, and tie it to purchase approvals so the budget is enforced, not just recorded.

A budget is a decision record, not a spreadsheet
The numbers in a budget matter less than the decisions behind them. Why did marketing get that figure? What happens if sales miss target? Who can approve spend above the line? A budget without those answers is a wish list.
Write down, beside every major line, the assumption it rests on and the person who owns it. Then the monthly review has something to test against, instead of a column of figures nobody remembers agreeing to.
What a free budgeting tool can do
- Core: budget by category and period, actual versus plan, variance by line, basic charts.
- Sometimes: multiple budgets, department views, simple forecasting.
- Rarely free: live sync with accounting, approval before spend, scenarios and rolling forecasts.
The gap that matters most is enforcement. A budget that cannot warn an approver when a purchase would breach it is a record of failure, not a control. Our budget approval workflow and capex and opex approval workflow show how enforcement works in practice.
Free routes worth testing
| Option | Type | Who runs it | Best for | Watch for |
|---|---|---|---|---|
| Spreadsheet template | Template | You | Small teams with one budget owner | No approvals, easy to break formulas |
| ERPNext budgets | Open source module | You or a partner | Firms running ERPNext who want budgets tied to the ledger | Needs the accounting module set up properly |
| Free plan from a cloud vendor | Free plan | Vendor | Teams that want dashboards without setup | Caps on users or budgets and paid tiers for forecasting |
| Accounting software budgets | Feature | Vendor | Firms already on a cloud accounting tool | Basic features and limited departmental views |
| Actual Budget | Open source | You | Individuals, freelancers and very small teams | Built for personal finance, not departments |
Spreadsheet template
Use one tab per period, locked formulas, and a variance column. Add a notes column for assumptions.

Build a budget people will use
Start from last year's actuals
Pull twelve months of real spend by category. Adjust for known changes, such as price rises, new hires and contract renewals. Our procurement budget tracker template gives you a ready layout for procurement lines.
Separate the fixed from the flexible
Rent, salaries and contracted services are fixed for the year. Marketing, travel and tools are flexible. Review fixed lines at renewal and flexible lines monthly. The price escalation clause calculator shows what a clause can add to a fixed line over time.
Hold back a reserve
Keep a small unallocated reserve for surprises. Unplanned spend then has a legitimate home, and people stop hiding it in other lines. The emergency purchase workflow describes how to approve spend when time is short.
A one hour pilot
- Pull last year's actuals. Export twelve months by category.
- Set the budget. Enter planned figures, with an assumption and an owner for each major line.
- Load one month of actuals. Compare to plan and note the variances.
- Test an overspend. Add a purchase that breaches a line. Does the tool warn anyone?
- Schedule the review. Book a 30 minute monthly review with owners.

When to move beyond free
Move up when budgets span many teams, when you need approvals before spend, or when finance wants rolling forecasts linked to actual ledger data. Procurement-led budgets also benefit from software that watches commitments, not just invoices, so you see spend before it lands.
See how our spend management software overview and the spend management category treat budgets, and read the real time spend visibility guide for what live data adds. For the expense side, see free expense management software.

Questions people ask about free budget software
Is there free business budget software?
Yes. Spreadsheet templates, open source modules such as ERPNext budgets and limited free cloud plans all cover budget versus actual. Approvals and forecasting are usually paid.
What is the best way to create a business budget?
Start from last year's actuals, adjust for known changes, assign an owner and assumption to each major line, hold a reserve and review monthly.
How do I stop overspending against a budget?
Make the budget visible to approvers at the point of purchase. Link it to purchase approvals so a breach triggers a review before money is committed.
Can I use Excel for budgeting?
For a small team, yes, with locked formulas and one owner. Move to a tool when several departments need to edit or approvals matter.
What is the difference between budgeting and forecasting?
A budget is the plan for the period. A forecast updates expected results as actuals arrive. Free tools handle budgets better than forecasts.
