Once a supplier is chosen and the relationship is underway, a different document (an ongoing vendor performance scorecard) takes over, tracking actual delivery against what this evaluation predicted. Confusing the two is a common mistake; they answer genuinely different questions at different points in the relationship.

Score every supplier against the same criteria, ideally with the same evaluators, since consistency is what makes the comparison meaningful.
